Joyce E. Moskovitz, President
Joyce Moskovitz is Bank of America’s Senior Vice President - Community Development Lending Manager for Maryland, Delaware, and Ohio, financing affordable housing construction and preservation, lending to charter schools, community-based organizations and a variety of projects using Historic Tax Credits and New Markets Tax Credits.
Ms. Moskovitz has worked in housing development and finance for over 25 years. After spending 9 years with the Baltimore City Department of Housing and Community Development and the Housing Authority of Baltimore City, she went on to work for non-profit and for-profit housing development organizations in and around the Baltimore area. She also spent 5 years as an FHA Multifamily lender with AGM Financial Services, where she served as Senior Vice President and financed numerous affordable housing developments. Ms. Moskovitz completed her undergraduate studies at the University of Michigan and graduated from Harvard University with a Masters of City and Regional Planning.
Ms. Moskovitz currently serves as President of the Womens Housing Coalition. She also serves on the Board of Directors for the Baltimore Neighborhoods Collaborative and on the Executive Committee of the Urban Land Institute’s Baltimore District Council. She recently joined the Board of the Maryland Affordable Housing Coalition
Heidi Hansan, Vice President
Heidi Hansan is a Principal in the Transactional Finance practice group at Miles & Stockbridge P.C. Ms. Hansan focuses on representing lenders and investors primarily in the areas of affordable housing and community development and real-estate finance, including economic development, multifamily housing, tax credit and charter school transactions. Ms. Hansan co-chairs the firm’s Diversity Committee and is a long-time member of the firm’s Recruitment Committee. She earned a bachelor’s degree from the University of Notre Dame and a masters degree and law degree, both from Emory University.
Lynne Schaefer, Treasurer
Lynne C. Schaefer has served as Vice President for Administration and Finance at UMBC since 2005. She is responsible for financial management and reporting, as well as budget development and control, for annual operations exceeding $330 million. As chief business officer, she also leads facilities design, construction and operations, human resources, environmental safety and health, dining services and the bookstore, campus police, and university business services. She holds an MBA in Finance from Wayne State University, and a BA in political science from Michigan State University. Lynne was named one of Maryland’s Top 100 Women in 2008 by The Daily Record. Additional community activities include serving on the United Way of Central Maryland Standards and Outcomes Committee, and on the Finance and Education Committees of the Baltimore Freedom Academy.
Linda Stone, Secretary
Dianna Boucher, Past President Since 1995, Dianna Boucher has served as the administrator for the Baltimore office of Ballard Spahr LLP, an AM Law 100 firm. She is responsible for overseeing matters related to human resources, facilities and operations. Prior to joining Ballard Spahr, Ms. Boucher served as administrator for the corporate legal department of United States Fidelity and Guaranty Company (USF&G) for four years. Ms. Boucher has been a member of the Association of Legal Administrators (ALA) since 1991. In addition to her work on numerous committees, she has served as chapter treasurer and Maryland State Bar Association (MSBA) liaison. In this capacity, Ms. Boucher was actively involved in the Law Links Internship Program, a program that allows Baltimore City high school students to work in the summer with local law firms, legal agencies and judges.
Ragina C. Averella
Bethany Hooper With over 20 years of financial and management experience, Ms. Hooper oversees the financial, accounting and administrative affairs of The Humphrey Companies as CFO and is the President and Majority Stakeholder of Humphrey Management. Ms. Hooper received her degree in Business Administration from Lewis and Clark College and an MBA in Finance from Loyola College; she is also a Certified Public Accountant.
Kenneth Huber Ken Huber is Senior Vice President and leads the employee benefits practice of PSA Insurance & Financial Services, the region’s leading independent multi-disciplined financial services firm. Throughout his over 23 years of employee benefits industry experience Ken has developed specialized expertise in the areas of benefits consulting, regulatory compliance, benefits administration, and insurance product development. Prior to his role at PSA, Ken served as Senior Vice President and National Practice Leader of the benefits consulting practice of RSM McGladrey. He has also been a successful entrepreneur, as President and founder of Huber Oros & Company, a highly respected benefits consulting and brokerage firm. Ken holds a Bachelor of Arts degree (magna cum laude) from Frostburg State College and a Master of City and Regional Planning degree from Morgan State University.
Jennifer Keyser Jennifer E. Keyser is an associate in the Litigation and Labor, Employment & Immigration Group at Ballard Spahr Andrews & Ingersoll, LLP. Her practice concentrates on complex commercial litigation with experience in contract disputes, employment matters, commercial torts, landlord-tenant law, and creditors’ rights. She is a member of the United Way of Central Maryland where she is active with the Women’s Initiative, Next Generation and the chair of the Young Lawyers Committee. She is a graduate of the University of Maryland School of Law and Haverford College.
Anne Lin, Pharm. D. Dr. Anne Lin is currently the Founding Dean & Professor of the new School of Pharmacy at College of Notre Dame of Maryland. Prior to this appointment, she served as a tenured faculty member at St. John’s University, College of Pharmacy & Allied Health Professions, founding Chair of the Department of Pharmacy Practice at Wilkes University’s new Nesbitt School of Pharmacy, and Dean at Midwestern University College of Pharmacy – Glendale. Dr. Lin is an active member of many professional organizations and has held elected office and/or served as chairs of standing and ad hoc committees. Dr. Lin was a founding member of the American Chinese Pharmaceutical Association. Aside from her activities in the U.S., Dr. Lin has served as an external reviewer for the Master degree in clinical pharmacy program at Chinese University of Hong Kong.In addition to her professional activities, Dr. Lin has also been active in the communities in which she lived. She served on the Board of Trustees of Wyoming Seminary College Preparatory School in Pennsylvania, Board of Directors of Leadership Wilkes-Barre, Catholic Youth Center, YWCA of Maricopa County, Northeast Pennsylvania Area Health Education Center, Child Development Council of Luzerne County and was a member of the Diversity Task Force of the Wilkes-Barre Chamber of Commerce. Prior to her move to Maryland Dr. Lin also served on the Arizona Governor’s Asian American Advisory Council and the Task Force for Recruitment & Retention of Minorities in State Government. Her work was recognized by the Area Agency for the Aging of Wyoming & Luzerne Counties for the development of a service learning program with the Nesbitt School of Pharmacy. Third year pharmacy students were assigned clients for purposes of medication therapy management and health education related activities.Dr. Lin graduated from St. John’s University in 1984 with a Bachelor of Science degree in Pharmacy and in 1986 received a Doctor of Pharmacy degree from the same institution. In 1987 she completed a clinical pharmacy residency at Medical College of Virginia Hospital.

Jane Robinson Jane Robinson has been the COO of various law firms over the past 20 years. She is currently serving as the Office Administrator for DLA Piper which is ranked #1 in Global Law Firms. Jane is responsible for three of DLA Piper's offices located in Downtown and Mt. Washington, Baltimore and Annapolis, Maryland. She is responsible for overseeing matters related to human resources, facilities and operations. Ms. Robinson has been a member of the Association of Legal Administrators (ALA) since 1989. In addition to her work on numerous committees, she has served as chapter president, Maryland State Bar Association (MSBA) liaison and served on regional and national committees. She has served as president of the Women’s Housing Coalition, chair of the personnel committee and is currently on the personnel committee.
Susan Roll, Ph.D Susan Roll, PhD is an Assistant Professor of Social Work at the University of Maryland. Her substantive area of research investigates housing, child care and welfare policy with a specific focus on how social policies support or create barriers for families working towards financial stability. Prior to pursuing her PhD, Susan was a social work administrator in domestic violence and women’s health for 10 years. Susan teaches masters level courses on policy and community practice. She received her MSW from Arizona State University in 1998 and her doctoral degree in Social Work from University of Denver in 2010.
Nita Schultz A real estate development lawyer at Gallagher Evelius & Jones with more than twenty five years of experience, Nita Schultz concentrates her practice on housing and community development and finance with a special emphasis on projects involving the U.S. Department of Housing and Urban Development, the Maryland State Department of Housing and Community Development, and other state, city, and county government financing. She represents owners in the negotiation of professional service and construction contracts and advises owners during the administration of major construction projects. Nita is a graduate of the University of Maryland School of Law and Goucher College. She is a member of the American Bar Association, Maryland State Bar Association, and the Bar Association of Baltimore City. Nita has served on the Women's Housing Coalition Board of Directors since 2004.
George Thomas George Thomas, AIA, is a Principal Architect with 30 years experience in institutional and corporate architecture. He joined Melville Thomas Architects in 1997 after 13 years with Ayers Saint Gross Architects (Baltimore, MD) where he oversaw the development of large-scale architectural projects. He managed and coordinated multidisciplinary design efforts for various universities and corporations including projects for Baltimore City, the Maryland Department of General Services, the Virginia Bureau of Capital Outlay Management, and the University of Maryland Systems. Since joining Melville Thomas Architects, Mr. Thomas has worked closely with clients in the private sector on renovation design, master planning, facility management consulting, and building additions and expansions. His projects typically involve adaptive re-use in ways that best preserve the value of the existing structure and minimize the environmental impact of construction.
Deborah Whiteley, CPA a Certified Public Accountant licensed in the State of Maryland. She is a graduate of the University of Baltimore with a B.S. in Accounting. She has fourteen years experience in the real estate industry. Debbie is currently employed at Hertzbach and Company, P.A. located in Owing Mills, Maryland within their Real Estate Division. Her areas of concentration include nonprofit organization tax compliance, Section 42 (Low-Income Housing Tax Credits), residential real estate, real estate development and historic rehabilitation credits. Debbie was previously employed with Enterprise Community Investment, Inc. for twelve years. She held positions of Senior Asset Manager and Accounting Manager over her tenure. Debbie is a member of the MACPA and The Housing Association of Nonprofit Developers. Debbie is married and resides in Manchester, Maryland.
